It seems to me that the three questions I ask a sponsor (or my own boss!) at the first meeting for a project (or wargame) discussion might also be applicable for understanding the intel requirements: (1) What do you want? (just accept what the DM tells you), (2) Why do you want it? (drill down and ask "why?" for each answer), (3) Why don't you/we already have this? (again drill down), [and then an optional (4) How long before you rotate out? (tells you how much time you have)]. Would these three questions be applicable to the first conversation between the intel analyst and the DM? Gets at intent and barriers.
